    Guvernul Romaniei hotaraste:

    Art. 1
    In perioada 20 ianuarie - 30 aprilie 1991 se interzice scoaterea din tara a alimentelor si a altor bunuri de consum, cu exceptia efectelor normale de calatorii si a medicamentelor pentru folosinta personala.
    Art. 2
    In perioada prevazuta la art. 1, cetatenii cu domiciliul in Romania pot utiliza pentru vizite turistice in strainatate o cantitate de carburanti de maximum 40 litri pe luna.
    Art. 3
    Organizarea de excursii in strainatate cu mijloace auto de transport in comun se poate face de catre orice agent economic, indiferent de forma de proprietate, autorizat pentru astfel de activitate.
