Directorul general al Biroului Roman de Metrologie Legala,
in temeiul Ordonantei Guvernului nr. 20/1992 privind activitatea de
metrologie, aprobata si modificata prin Legea nr. 11/1994, cu modificarile
ulterioare,
in baza Hotararii Guvernului nr. 853/1999 privind organizarea si
functionarea Biroului Roman de Metrologie Legala,
emite urmatorul ordin:
Art. 1
Se aproba Lista oficiala a mijloacelor de masurare supuse obligatoriu
controlului metrologic al statului L.O. - 2000, cuprinsa in anexa care face
parte integranta din prezentul ordin.
Art. 2
Departamentele si directiile Biroului Roman de Metrologie Legala, precum si
unitatile subordonate vor aduce la indeplinire prevederile prezentului ordin.
Art. 3
Prezentul ordin va intra in vigoare la data publicarii lui in Monitorul
Oficial al Romaniei, Partea I.
Art. 4
Pe data intrarii in vigoare a prezentului ordin se aproba Lista oficiala a
mijloacelor de masurare supuse obligatoriu controlului metrologic al statului
L.O. - 98, aprobata prin Ordinul directorului general al Biroului Roman de
Metrologie Legala nr. 20/1998, publicata in Monitorul Oficial al Romaniei,
Partea I, nr. 147 bis din 13 aprilie 1998.

CAP. 1
Prevederi generale
Art. 1
Prezentul document stabileste, in conformitate cu prevederile Ordonantei
Guvernului nr. 20/1992 privind activitatea de metrologie, aprobata si modificata
prin Legea nr. 11/1994, cu modificarile ulterioare, sortimentele de mijloace de
masurare supuse obligatoriu controlului metrologic al statului, modalitatile de
control metrologic aplicabile acestora, precum si intervalele maxime admise
intre doua verificari metrologice succesive.
Art. 2
Modalitatile de control metrologic comune, aplicabile tuturor mijloacelor
de masurare supuse obligatoriu controlului metrologic al statului, sunt:
verificarea metrologica initiala (VI), verificarea metrologica dupa reparare,
inspectia si testarea inopinata, supravegherea metrologica a utilizarii.
Celelalte modalitati de control metrologic aplicabile, stabilite in prezentul
document, specifice fiecarui sortiment de mijloc de masurare in parte, sunt
urmatoarele:
- aprobarea de model (AM);
- avizul de instalare (AI);
- avizul de punere in functiune (AF);
- verificarea metrologica periodica (VP);
- etalonarea (E).
CAP. 2
Controlul mijloacelor de masurare etalon
Art. 3
Etaloanele corespunzatoare oricarui nivel de exactitate se supun in mod
obligatoriu etalonarii si verificarii periodice, la un interval de maximum 2
ani, precum si modalitatilor de control metrologic comune prevazute la art. 2.
Art. 4
Intervalele maxime admise, diferite de cel mentionat la art. 3, se aproba
prin ordin al directorului general al Biroului Roman de Metrologie Legala.
Prima etalonare si verificare metrologica a unui mijloc de masurare etalon
va fi insotita in mod obligatoriu de atestarea lui ca etalon. Atestarea se va
realiza pe baza unor proceduri de metrologie legala.
CAP. 3
Controlul metrologic al mijloacelor de masurare de lucru
Art. 5
Mijloacele de masurare de lucru din sortimentele specificate in anexa se
supun in mod obligatoriu controlului metrologic al statului, daca sunt
utilizate domeniile de interes public mentionate la art. 6.
Art. 6
Domeniile de interes public sunt cele in care, pe baza de masurari, se
realizeaza:
a) tranzactii comerciale (vanzari, cumparari si schimburi de marfuri,
produse si servicii ale caror valori sunt determinate pe baza de masurari);
b) stabilirea unor marimi importante pentru sanatatea si integritatea
persoanelor (din medicina, fabricarea si controlul medicamentelor, controlul
mediului, supravegherea si siguranta traficului de calatori si marfuri,
protectia muncii);
c) stabilirea unor impozite, taxe, tarife, prime, amenzi, remuneratii sau
alte redevente de tip similar;
d) determinari oficiale de stocuri din gestiune pe baza de masurari;
e) determinarea valorilor unor marimi necesare pentru aplicarea unor
normative oficiale cu caracter obligatoriu (vamale, fiscale, postale, geodezice
si de cadastru, expertize judiciare);
f) preambalarea si dozarea produselor destinate vanzarii;
g) determinarea unor marimi ce afecteaza interesele cetatenilor
(concentratia de zahar si alcool in bauturi, concentratia de grasimi in lapte
si unt, masa hectolitrica si umiditatea cerealelor, umiditatea lemnului,
tutunului si semintelor oleaginoase, viteza autovehiculelor, concentratia
alcoolica in sange si in aer expirat).
Art. 7
Fiecare mijloc de masurare de lucru se supune in mod obligatoriu atat
modalitatilor de control metrologic comune prevazute la art. 2, cat si celor
specifice prevazute in coloana 2 a tabelului din anexa. Intervalele maxime de
timp admise intre doua verificari metrologice succesive sunt cele prevazute in
coloana 3 a tabelului din anexa.

*2) Cu ocazia verificarii se emite in mod obligatoriu si certificat de
calibrare.
*3) Modalitatile de control se aplica in mod obligatoriu numai in cazul
modernizarii unor distribuitoare existente, prin adaptarea unui calculator
electronic nou.
*4) Modalitatile de control se aplica in mod obligatoriu numai in cazul in
care mijlocul de masurare respectiv face parte dintr-un ansamblu supus in mod
obligatoriu controlului metrologic al statului si nu poate fi
incercat/verificat integral in cadrul acestui ansamblu.
*5) Modalitatile de control se aplica in mod obligatoriu numai in cazul
mijloacelor de masurare cu limita maxima mai mare de 1.000 kg, montate in
fundatie de beton sau caramida.
*6) Modalitatile de control sunt obligatorii numai in situatia in care este
posibila verificarea pe subansambluri.
*7) Pentru contoare de apa cu DN > 200 periodicitatea verificarii
metrologice este de maximum 5 ani.
*8) Pentru contoare de gaz cu debitul maxim >/= 65 mc/h periodicitatea
verificarii este de maximum 10 ani.
*9) Se supun numai verificarii metrologice initiale.
In cazul unor mijloace de masurare multiparametrice, care indeplinesc
functiile mai multor mijloace de masurare care se regasesc in prezenta L.O.
2000, controlul metrologic se exercita separat pentru fiecare functie.
